Although its enharmonic equivalents E# or Gbb are theoretically valid in certain advanced harmonic situations, they are rarely used as chord roots because musicians more naturally expect F. As a result, F and Fm are far more common than E#, E#m, Gbb or Gbbm in everyday music notation.
